Data Usability Rating

Datasets on the Queensland Government Open Data Portal are automatically assessed and given a 'Data Usability Rating'. This measure is very similar to the Australian Government's Linked Data Rating used on data.gov.au and both measures are based on Tim Berners-Lee's Five Stars of Openness.

The 'Data Usability Rating' gives users an indication of the data's accessibility, openness and structural and content consistency. Each dataset is assessed and a rating out of five is assigned based on the criteria outlined below. In general terms, a high rating dataset denotes greater readiness for data analysis whilst a low-rating dataset, despite possessing the expected information, may require, in some instances, data handling or other action to fully realise value.

Tick rating 0 - Contains no active link to open data

0 Tick

The dataset resources contain no active/practically functional links or the linked destination/file is not of a format that is considered 'data'.


Tick rating 1 - Contains non-machine readable open data

The dataset has been published using an open licence AND contains at least one functionally-linked resource in a non-machine readable format. There are no resources that qualify for a higher rating.


Tick rating 2 - Contains proprietary format machine-readable open data

The dataset has been published using an open licence AND contains at least one functionally-linked resource in a proprietary machine-readable format. There are no resources that qualify for a higher rating.

Tick rating 3 - Contains open format machine-readable open data

The dataset has been published using an open licence AND contains at least one functionally-linked resource in an open machine-readable format. There are no resources that qualify for a higher rating.


Tick rating 4 - Contains file schema and open format machine-readable open data

The dataset has been published using an open licence AND contains at least one functionally-linked resource in an open machine-readable format. In addition, at least one of these resources is in a format that enforces the use of a file schema or is published as a csv format with a file schema and has passed validation to that schema. There are no resources that qualify for a higher rating.


Tick rating 5 - Contains file schema and open format machine-readable linked open data

The dataset has been published using an open licence AND contains at least one functionally-linked resource in an open machine-readable format of certain types that are not yet published to data.qld.gov.au. These formats enable semantic links to be embedded to other open data. The Data usability rating does not currently attempt to detect these links and so will not return any 5 Tick ratings.
